Safety Standards Implementation

The Occupational Safety and Health Administration (OSHA) regulates the safety and health of all workers performing tasks under the CFR 1926 for the Construction Industry and 1910 for the General Industry. Under the federal CBDG-PR program, the Community Energy and Water Resilience Installations Program (CEWRI), Photovoltaic panels (PV) and water systems are being installed to R3 cases as part of a federal commitment to bring solar energy and water storage to low-income individuals. As part of the CEWRI program, safety is a priority. Contractors working in residencies installing PV and WSS are at major construction risks for which the safety officer needs to inspect to protect their safety and health throughout the installations. Part of the evaluations performed by QCG personnel are:

  • Develop and implement CEWRI Safety Department.

  • Perform random safety visits to all PV and WSS installers.

  • Direct communication with installers about safety risks in the projects.

  • Report all safety risks and behaviors to contractors.

  • Establish safety enforcement with contractors.

  • Develop, monitor, and implement health and safety policies to ensure that programs follow health and safety laws and regulations.

  • Enforced compliance with policies and regulations.

  • Review and approve the installer/contractor's safety plans.
