Edwin Irizarry Lugo

Environmental Engineering

Graduated and obtained a “Bachelor of Science in Environmental Engineering” from the University of Central Florida in December 1995.  Mr. Irizarry worked from July 1996 through January 2003 as an environmental engineer in the Environmental Protection and Quality Assurance Division of the P.R. Electric Power Authority (PREPA). During his working experience as an engineer with PREPA, Mr. Irizarry prepared environmental assessments for certain PREPA’s facilities (e.g., Regional Offices, substations), and environmental permit forms (e.g., construction and/or operation air permit from the former P.R. Environmental Quality Board (EQB), now consolidated into the Department of Natural and Environmental Resources (DNER), plans for the control of erosion and sedimentation). Mr. Irizarry assisted PREPA with ensuring compliance with the environmental permits’ conditions. He participated in environmental audits of PREPA’s facilities, in coordination with regulatory agencies and/or other PREPA staff. He inspected certain PREPA’s facilities to prevent spills of regulated substances and/or recommended relevant remediation activities. He reviewed environmental documents and advised technical staff about compliance with the U.S. Environmental Protection Agency (EPA) and EQB environmental regulations. Mr. Irizarry prepared Tier II and Toxic Release Inventory reports related to PREPA’s facilities.  As Vice-Chairman/Secretary he advised the EQB Chairman and other Governing Board members about technical and legal environmental matters under their consideration. Mr. Irizarry also helped implement and streamline the PR permit process while directing the PR Office of Permit Management (OGPe). He conducts permits and land use consulting services, and environmental site assessments.

 

Edwin is a Licensed Professional Engineer in Puerto Rico and Florida, and an OGPe Authorized Professional.
